This new edition of the publication of Indicators of the Spanish Science and Technology System provides summarised information about the national scientific-technological system’s situation and its more recent evolution, using the main macroeconomic variables. Furthermore, it reflects the growing process of regionalisation of R&D+I activities and provides information about the effort made by the different Autonomous Communities in this area. Indicators are presented on an annual basis through time series and diagrams that show their change trends. As in previous years, this publication provides quantitative data on the financial and human resources that the Spanish science and technology system has, and on the results of scientific research, development and technological innovation activities in Spain.
This document includes the results of the National Foresight Exercise. The first chapter describes the structure of the Exercise, the areas of knowledge in which work was carried out, the design, and the methodology. Secondly, the overall results of the Exercise are presented, as well as the composition and levels of participation, and a comparison of the main indicators between areas. Thirdly, there is a presentation of the twelve final reports that were produced by the panels of experts in the areas of Agrifood and Fishing, Biotechnology and Health Sciences, Energy, Humanities and Social Sciences, Spatial Planning and Tourism Resources, Chemistry and Materials, Natural Resources and the Environment, Security and Defence, Information and Communications Technologies, Industrial Production and Design Technologies, Transport, Mathematics, and Physics.
The annual Work Programme, envisaged within the 6th National Plan, as the tool for short-term planning and scheduling of science and technology policy, includes information about public calls, that are mainly on the planned schedule, with an indication of the planned dates of publication and of the periods for presenting proposals, the financial distribution of the budget and the management bodies for each action. The Work Programme is used as a tool for dynamically updating both the content of the National R&D+I Plan and the objectives, priorities and actions financed by the Public Administration (AGE).
The objective of the Work Programme is to be a useful guide that facilitates greater and more effective participation and interrelation of the agents of the Spanish Science, Technology and Business System (both managers and beneficiaries of aid), through the identification and description of R&D+I activities that are planned to be convened over the following year.
The R&D&I Activities Report complies with the legal dictates established in Article 7 of Law 13/1986 on The Promotion of General Coordination of Scientific and Technical Research (Law on Science). The framework of the Report is based on the National Plan. It provides information on the results of the State Administration's public aid calls which are arranged according to Instrumental Lines of Action, National Programmes and Strategic Actions. It additionally includes information concerning the effort put forth by public research institutions and the Autonomous Communities in R&D&I. The goal is to offer the comprehensive results of the public measures aimed at R&D&I.
