The SISE Report 2007 was prepared by around 300 experts, including managers of the different ministerial departments with competencies in R&D responsible for calls, experts in thematic areas of the National Plan, experts in public policies and, for the first time, representatives of Autonomous Communities (CCAA), in line with the agreements of the 3rd Presidents Conference. Its main task was to analyse the calls carried out in 2006 under the National R&D+I Plan 2004-2007, and propose the recommendations necessary for improving and boosting the Spanish Science and Technology System.
FECYT has coordinated this practical guide that defines the main aspects of the national open access policy and specifies what new roles will have to be adopted by groups involved in the production and management of the scientific information market. It contains a chapter on specific recommendations for managers of public aid for R&D+I, one for universities and research centres, another for researchers, and a further chapter for entities that subscribe to science journals.
The main objective of this exercise of monitoring and evaluating R&D+I activities promoted by the Public Administration in 2005 is to respond to the description and analysis of the current National Plan (PN) situation, bringing the necessary recommendations to the policy decision-making bodies, such as the Interministerial Science and Technology Commission (CICYT), to assist, in terms of effectiveness and efficiency, in the management of public resources and their transfer to society in the form of social welfare. As such, the report includes the analysis carried out on achieving strategic objectives considered in the National R&D+I Plan 2004-2007, as well as reviewing the results of the calls of 2005 of the main R&D aid tools, the modes of participation used and the levels of coordination achieved.
The National Budget (PGE) is the tool used to compile the State Administration's (AGE) plans for expenditure of economic resources each year. The National Budget includes national funding for the entire public sector which is made up of State subsectors, Autonomous Organisms and Social Security. This analysis that we have published aims to strengthen public efforts to view expenditure on R&D&I as a key element in increasing competitiveness and the creation of well-being. The analysis thus focuses on the distribution and evolution of funds allocated by the State Administration to financing these activities. The publication of the R&D&I Activities Report 2006 complies with the legal dictates established in Article 7 of the Law on The Promotion and General Coordination of Scientific and Technical Research (Law 13/1986, of April 14). The publication was drafted with the collaboration of all of the managing bodies of the National Plan for R&D&I as well as the public organisms responsible for implementing grants from both the State Administration (AGE) and the Autonomous Communities (CCAA).
