This publication, along with that of Bibliometric Indicators of Spanish scientific activity 2004 and that of Business R&D+I parameters (2004), offer quite an extensive and accurate view of some fundamental aspects of scientific policy in our country. This publication was led by Antonio Hidalgo.
The aim of these models is to contribute to improving processes of evaluation and monitoring of the activities currently conducted by entities that finance and evaluate projects, human resources and technological development and scientific research infrastructure.

Their work produced the first official version of the Proposed Standard Practice for Experimental Research and Development surveys, better known as the “Frascati Manual”. This publication is its sixth edition.
